Chair George Carter was actively placed in his current position by Doty. That decision has, according to sources,
stood as tall as any other in putting the CoB in the troubled waters it treads even today. Carter has the administrative
finesse of the proverbial bull in the china shop, and his ill-advised decisions and actions have tormented multiple
CoB Deans, from Harold Black to Harold Doty. Whether it's phoning the wives of targeted CoB faculty, clumsily
orchestrating 3rd Year Review hatchet jobs, or thwarting faculty governance with dubious stories about university
lawyers and eligible (faculty) voters, Carter's tenure in USM's College of Business has made a lasting, negative
impression on the institution -- the one he graduated from, twice.

George Carter's excoriation of the promotion to full professor in 2006 of CoB management professor, David Duhon,
has been the subject of numerous reports and editorials here at USMNEWS.NET. Even with all of the reporting,
and the incredible "What George Carter Thinks" series that has augmented the many reports, USMNEWS.NET
readers have not had access to the wider text of Carter's comments about Duhon's promotion. That is, up until now
that access has not occurred.
(March 2, 2008) CoB at a Crossroads PART 4 "I Don't Have a Dog in this Fight" The CoB's new Dean will have many
obstacles to face on Day 1. One of them will be dealing with the fact that any oversight over the CoB's faculty
evaluation process was killed in December of 2006, when CoB management professors, Stephen Bushardt and
David Duhon, put a motion on the floor at the CoB's Fall 2006 faculty meeting that eliminated the traditional
executive team conference that established each faculty's rating in teaching, research and service. Under the
Bushardt-Duhon plan, individual faculty ratings are decided by department heads, without consultation with the
other department heads or the Associate Dean.
